Audit findings reflect negatively on department

The Town of Lake Providence had two negative findings on its annual audit for the past fiscal year. Both were related to the police department, one directly and one indirectly. The first finding reported that the town’s police department was operating with untrained officers. The criteria listed quoted Louisiana Revised Statute 40:2405, which requires that any person hired as a peace officer in the State of Louisiana must be post-certified. The statute gives the officers one year to comply with the certified training program approved by the town council and mayor. The statutes states, “Any person who fails to comply with this requirement shall be prohibited from exercising the authority of a peace officer; however, such persons shall not be prohibited from performing administrative duties.” Under causation, the report stated that the police department had three full-time officers who were not post-certified and were operating illegally. The finding recommended that the Chief of Police consult the town’s attorney for guidance on how to bring the town into compliance. “I don’t know what to do,” said Mayor Bobby Amacker. “Does anyone have any suggestions about how to handle this problem?”

Police face ongoing difficulties

Chief of Police Leroy Threats is ignoring a letter issued by Mayor Bobby Amacker on Friday ordering that the police department be “closed down, effective immediately.” In the letter, Amacker informed Threats that the department’s entire annual budget for this fiscal year has been expended, and that at the department’s current rate, the department would exceed their budget by over $100,000 by the end of the fiscal year, an overrun of 65%. He also wrote that he had spoken with Threats on several occasions concerning the budget, but that no correction action was taken on his part to comply with it.
